    The Business Development Scheme aims to facilitate value-added projects, including new business initiatives, start-up, expansions and transformation activities that contribute to the regional development of Malta.

    Supported projects are expected to lead to new business opportunities, creation of skilled and highly-skilled employment, increased competitiveness or widening market reach.

  • Energy & Water Awareness in Micro SMEs

    Description

    The Energy & Water Agency will extend its free house visit services to also include micro-SMEs to advise them on efficient energy and water use in their businesses.

    An officer from the Energy & Water Agency will visit the business’ premises and give advice on improvements that can be made regarding energy use and water consumption, as well as providing information on other grants and schemes the company may be eligible for.

  • Energy Audits for SMEs

    Description

    This scheme supports Small and Medium sized Enterprises (SMEs), employing 10-249 employees, in carrying out an Energy Audit. The Agency will refund the cost of carrying out the audit as per amounts detailed in the table below. The amount of aid provided depends on the size of the enterprise and the sector in which it operates.

  • Green Mobility Scheme

    Description

    Transport systems are critical to businesses but are also a major contributor to greenhouse gas and other pollutants.  In line with the EU’s goal to become the first climate-neutral continent by 2050 actions to help speed up the bloc’s transition to electric vehicles are required.

    The Green Mobility Scheme shall support the transition to more sustainable transportation by accelerating the uptake of electric vehicles used in business for the transportation of goods and people, by supporting investment in recharging infrastructure required for vehicles which are an integral part of a business activity. The scheme shall also support leasing of clean or zero-emission vehicles.

  • Guaranteed Co-Lending Scheme

    Description

    The Guaranteed Co-lending Scheme (GCLS) offers larger financing solutions for businesses to support their growth aspirations.

    This business loan involves co-lending between the MDB and commercial banks, splitting the lending equally. MDB provides a 60% guarantee on the commercial bank’s 50% share of each lending proposal.

    Businesses will benefit from lower interest rates, reduced collateral requirements, and longer loan terms.

    Loan amount between €1,000,001 and €10,000,000.

    Maximum term of 15 years.

    Minimum of 20% contribution of cash contribution to be covered by the business.

  • Skills Development

    Description

    Businesses are encouraged to invest in their employees by providing skills and training to have a knowledge-based workforce.

    Through the Skills Development scheme business undertakings may be supported to provide training with the scope of developing and updating the skills and knowledge of their workforce thus aiding them to perform more effectively.

    The training provided shall upgrade existing skills of employees, address skills shortages, facilitate re-skilling, tackle skill gaps and strive towards developing a knowledge-based workforce.

  • Smart & Sustainability Investment Grant

    Cash grant of up to €100,000 capped at 50% of eligible costs and a further tax credit of up to €40,000 according to established criteria.

  • SME Guarantee Scheme

    Description

    The SME Guarantee Scheme (SGS) helps businesses, including startups, get financing to grow.

    MDB provides an 80% guarantee on the loan amount to commercial banks. This means SMEs can benefit from lower interest rates, lower upfront contributions, and reduced collateral requirements.

    Loan amount between €10,000 and €1,000,000.

    Maximum term of 10 years.
